Record Fine for Historical Breaches
Chelsea has been fined £10.75 million—the largest penalty ever issued by the Premier League—after an inquiry revealed irregular payments connected to transfers and agents during the Roman Abramovich era. The violations reportedly involved secret payments made between 2011 and 2018 to players, agents, and third parties for deals involving stars such as Eden Hazard, Willian, and Samuel Eto’o.

Suspended First-Team Transfer Ban
The club has been handed a one-year ban on registering first-team players, but the restriction has been suspended for two years. This means Chelsea can still sign senior players immediately, provided no further breaches occur during the suspension period.

Academy Transfer Restrictions
Chelsea will, however, face immediate limitations at youth level. The club cannot register academy players from other English clubs for nine months, a restriction that primarily affects young talents already contracted elsewhere.
